We get a lot of requests for quotes to help develop green book compliant business cases.
The biggest pushback we have is: is your project sufficiently developed or do you think you can secure information, planning permission, co-funding, commercial partners by the grant funding deadline (e.g. in 3 months!?)…
Do you know what branch of government funding you want? DBT or innovation funding cares about jobs, new products and markets, innovations… NHS / NIHT funding is mostly about patient benefits. DWP/DSIT funding – its additionality, employment and training outcomes. MHCLG was about property value uplift (but maybe that’s changing). Transport is mostly about user benefits.
We can help with project development design but to know how much help you need – we need to determine the ๐ค๐ถ๐ณ๐ณ๐ฆ๐ฏ๐ต ๐ด๐ต๐ข๐ต๐ถ๐ด of project development in some detail.
๐๐ค๐ข๐ ๐ฆ๐ช๐๐จ๐ฉ๐๐ค๐ฃ๐จ:
– is it a fully scoped and specified project, or is it just a concept?
– do you already have a draft business case?
– for buildings – do you have design work โ initial architectural concept work and initial costings (this also helps estimate job creation from the floorspace)? is planning permission required / granted?
– any thoughts about whatโs unique or special about the project (why do it?)
– Commercial interest / partners
– Management structure e.g. how select tenants for incubator, accelerator, workspace
– Details of revenue funding for business advice and support and continous sevices once operational, where it is being sourced from
– Do you have a state aid analysis / statement?
– Have you done an economic impact appraisal โ jobs, GVA, other benefits created?
– Do you have all the financial planning, matched funding in place – have you performed a net present value analysis of costs and benefits?
Usually all of the above are needed as a minimum for a capital grant from a government department for an economic project using a GB business case approach.
